MAP delivers 7,000-signature petition to UK Government calling for protection of health workers

On Tuesday 19 March 2019, MAP CEO Aimee Shalan delivered a petition with more than 7,000 signatures to 10 Downing Street, calling on the UK Government to support Palestinian healthcare and the protection of health workers.

Dear Lord Ahmad, Minister of State for the Commonwealth and the UN at the Foreign & Commonwealth Office,

We, the undersigned, are gravely concerned about attacks on Palestinian health personnel in the context of Israel’s use of force against protesters in Gaza.

International humanitarian and human rights law prohibit the targeting of health personnel and infrastructure in belligerent occupation as imposed by Israel on the West Bank and Gaza. Where this law is violated, those responsible must be held accountable in order to provide justice and prevent recurrence.

Since 30 March, hundreds of health workers have been injured and three killed by Israeli forces using live ammunition, tear gas, and rubber bullets.

These are just the latest examples of violations against Palestinian healthcare after a decade of similar attacks carried out with near-total impunity.

We welcome the UK’s vocal championing of UN Security Council Resolution 2286 on the protection of healthcare in conflict. On the second anniversary of the resolution in May, UK Ambassador Jonathan Allen told the Council “[The UK supports] effective international criminal-justice systems, which have an important role to play in bringing the perpetrators of atrocities to justice when States are either unable or unwilling to do so.”

Despite these strong words, the UK failed to support the establishment of a UN-mandated Commission of Inquiry which would have investigated such incidents, and Israel’s long-standing unwillingness or inability to adequately investigate its own conduct continues.

We therefore ask you to ensure the UK puts its stated support for Resolution 2286 into action and supports Palestinian healthcare and international law by taking the following action:

Impunity leads to further attacks. No health worker should ever be a target.
